The Institute for Market, Consumption and Business Cycles Research presents a new edition of its report on economic policy issues related to foreign economic cooperation. It analyses worsening conditions for economic growth in 2008-2009, under the increasing global financial and economic crisis posing a major challenge to Poland and other European Union Member States, as well as the responses of the Polish economy and economic policy.

Chapter 1, concerning external conditions for the economic policy, discusses the growing global financial crisis, its symptoms and spreading as well as anti-crisis programmes and measures taken by the United States and the European Union.

Chapter 2 focuses on changes, challenges and government action in the Polish economy and foreign trade in the days of crisis. It analyses the growth rate and structure of foreign trade, fluctuations in the exchange rate of the zloty, the profitability of exports by SMEs, foreign direct investment inflow as well as agri-food trade and the utilisation of EU funds in agriculture. It examines entrepreneurs' opinions on the threats to and opportunities for expanding production and exports. It also presents the forecast of Poland's foreign trade for 2009-2010 under the recent slump in the world economy and trade.

Hopefully, the report will contribute to public debate on the present condition of and development prospects for the Polish economy as well as on support instruments for production, employment and exports in the difficult period of overcoming the effects of the global economic crisis.
